I really went overboard with the amount of maps to add. Overall, I spent around 7 hours adding timers and playing a few of them...

unless it was changed, the max value for the "rate" cvar hard coded into all source engine games is 30,000.
the other rates you suggested are dependent on the rates of the server. if you joined our bhop server (and i didn't already make it forcibly change your rates) you would have a bad connection with those settings.
