Alright there are a few reassons why lag occures.

Server rates are bad. (servers fault)

Server is on a bad machine (servers fault)

Server is on a machine that is hosting to many servers. (servers fault.)

To fix some lag that isn't the servers fault though is to set YOUR OWN rates. So open up console and try all 3 of these.

rate 100000
cl_updaterate 66
cl_cmdrate 66

(put those in YOUR server.cfg)

Another error could be a poorly coded mod that wastes CPU because it has unneeded variables, ect.

Yes, any valve game.

Sorry I didn't specify. Thats for valve games only. All games have rates such as COD, BF3, even games like LOL. But they are all different commands.

unless it was changed, the max value for the "rate" cvar hard coded into all source engine games is 30,000.

the other rates you suggested are dependent on the rates of the server. if you joined our bhop server (and i didn't already make it forcibly change your rates) you would have a bad connection with those settings.

Yes, I dont think I made it clear (sorry) but those rates are to be put in your server.cfg aswell if YOUR server is having lag problems.

and servers that have lag issues usually have their rates set correctly. (all that i have played in)

It's best to have cl_updaterate and cl_cmdrate at 100. If the server's tickrate isn't high enough to take advantage of it, there's no harm in having them higher. The only point to lowering them would be if you don't have the bandwidth, but since everyone has broadband these days...
